Risk-based resilience concentration assessment of community to seismic hazards

چکیده
Risk and resilience assessments have been both widely, but separately, used as tools for guiding policymakers to formulate disaster-risk reduction policies. On the one hand, risk assessment is utilized estimate associated with disasters in terms of operational metrics such monetary or casualties’ loss; on other most analysis assesses represent community an index, without a specific unit metric, gauge levels disparity community’s post-disaster recovery capability among areas interest. Although policies should be best informed by assessments, informative integrated approach accounting seems lacked current research, insofar difficulty properly integrating their distinct measurement metrics. This paper commences literature review resilience. It then proposes framework that can comprehensively assess seismic resilience, taking into account casualties economic losses earthquakes resulted from assessment, infrastructure-system socioeconomic–demographic assessment. More specifically, tool, risk-based resilience-concentration curve, proposed assessing inequality given types respectively. A case study presented using data city Israel: first phase focused concentration second The results show unevenly distributed cause capacity certain administrative tracts city. Based these findings, recommends range risk-reduction strategies different based curves.

Seismic Risk Assessment of Power Substations
Power networks are among the most important infrastructures that without them, industrial, economic and social procedures will halt. Therefore, they should be planned for the most difficult conditions to provide services with minimum disruption. Power substations are of great importance to a power network, because any disruption in their components can produce extensive problems through the net...
متن کاملRetrospective Assessment of Risk to Natural Hazards
The existing disaster databases allow analyzing losses produced by previous events and assessing the risk to natural hazard in a similar way as the insurance industry does for vehicles, health, etc., if the conditions and trends are maintained. Among the existing disaster databases, we selected DesInventar whose vast majority of records correspond to “small” events; this selection is of special...
متن کاملSustainability and community resilience: the holy grail of hazards planning?
Recent hazard literature frequently refers to sustainability and resilience as the guiding principles behind e!ective hazard planning. Certainly, structurally organizing communities to minimize e!ects of disasters and to recover quickly by restoring socio-economic vitality are laudable goals. However, while anticipating such outcomes is relatively easy from a theoretical standpoint, practical i...
متن کاملQuantification of Seismic Resilience
The concept of seismic resilience needs a unified terminology and a common reference frame for quantitative evaluation. The evaluation can be based on nondimensional analytical functions related to variations of losses within a specified “recovery period”. The resilience must refer to both direct and indirect losses. The path to recovery usually depends on available resources and may take diffe...
